The four options side by side
Rates below are in CAD and come from 2026 published benchmarks and salary guides, rounded. They are directional, not quotes.
| Freelancer | Agency | In-house developer | Vesk | |
|---|---|---|---|---|
| Typical price | About $60 to $95 an hour | About $130 to $190 an hour in Toronto, plus 20 to 40% for project management and QA | About $14,300 a month fully loaded for a senior in Toronto | $1,270 to $3,980 a month, plus tax |
| Time to start | Days to weeks | Weeks for a proposal and scoping | Two to four months to find and hire | First delivery in week 1 after the kickoff |
| Main risk | One person: if they leave or get busy, you are stuck | Scope creep, change orders and billing for activity | A wrong hire, and key-person risk | The first month is guaranteed; cancel a monthly plan at any time |
| Who answers for the result | You manage the work | The agency, within the contract | You | Vesk |
| Ownership | Depends on the contract, so check it | Depends on the contract, so check it | Yours under the employment agreement | Code, infrastructure and accounts in your name from day one |
| Best when | A small, well-defined job you can manage yourself | A large fixed project with a firm budget and date | Full-time work for years, with a leader to manage it | Ongoing work across several skills, less than a full-time person |
When a freelancer is the right answer
Hire a freelancer for a clear, bounded job: a landing page, a one-off script, a small fix. You will pay the lowest hourly rate and you can start fast. The risks are the ones every owner has heard about: a single person is a single point of failure, you do the project management yourself, and there is nobody to answer if they stop replying. If that happens, our software rescue page covers the first week. Two protections cost nothing: put the repository and hosting in your own accounts from the start, and pay in stages tied to working software.
When an agency is the right answer
An agency makes sense when you have a large, well-defined project, a firm budget and a deadline, and you want one company contractually responsible for delivery. You get a team, a process and a single invoice. The trade-offs are cost and rigidity: Toronto agency rates plus project management add up quickly, a fixed scope turns changes into change orders, and the people on your project are not always the people who sold it. If you choose an agency, ask who writes the code, what happens to the source and accounts when the contract ends, and what a change costs before you sign.
When to hire an in-house developer
If you can keep a developer busy full time for years, hiring is often the best answer. According to Robert Half's 2027 Canada Salary Guide, a senior developer in Toronto earns a mid-point base of about $157,000 CAD, which is roughly $172,000 CAD a year once employer contributions, benefits and equipment are added. Add a recruiter fee of 15 to 25 percent of first-year pay and a search that takes two to four months. The harder question is whether the work justifies it. If you need a third of a person's time, or design, mobile and back-end skills at once, an employee leaves you paying for hours you do not use and one set of skills you do not have.
Fractional CTO or a senior team?
A fractional CTO is a senior technical leader who works for you part time. In Canada, one vendor publishes advisory sessions from $2,750 a month and part-time engagements of 5 to 15 hours a week at $8,000 to $16,000 (Reyem Tech; the page names no currency, so we read it as CAD). The full picture is in what a fractional executive is. That fits if your main gap is a decision-maker: someone to choose the architecture, review vendors and run a team you already have. A fractional CTO usually advises and directs; you still need people to build.
A senior team on a monthly plan covers the building, with a senior lead who joins your monthly meeting and takes the technical decisions with you. If you have a development team and need leadership, hire the leader. If you have no team and need software built and run, start with the team. Some owners use both.
Vesk's model: one accountable team, paid monthly
Vesk is a senior team across disciplines on a monthly plan: Starter at $1,270, Growth at $2,290 or Scale at $3,980 CAD, plus GST/HST, for 8, 20 or 40 tokens. Each task is sized in tokens before it starts. A bug is 3 tokens and is fixed until it works, free if it breaks again within 30 days. A complete feature is 10, an integration 12.
We are not a staffing agency and we do not rent you developers by the hour. If you are searching for an outsourced development team or dedicated developers, the difference is that you do not manage anyone. You get a result, with a senior lead who is accountable for it. You see every task, bug and token in the platform, and the first month is guaranteed with a full refund. Growth costs about one sixth of a loaded senior salary in Toronto, with several skills instead of one.

When Vesk is not the right choice
- You want the lowest hourly rate, whatever the outcome.
- You need a single fixed-price contract for a large platform with a locked scope.
- You have steady full-time work for a developer and a leader to run them. Hire.
- You cannot make time for a monthly meeting or give feedback.
Questions to ask any vendor before you sign
- Whose name are the code repository, hosting, domain and app store accounts under?
- What does a bug cost, and who pays for it when it comes back?
- Can I see every task and what it cost, whenever I want?
- Who exactly will work on my project, and how senior are they?
- What happens, and what does it cost, if I leave?
