App development cost in Canada: what small businesses really pay

A custom business app in Canada commonly costs CAD 80,000 to 220,000 through a Toronto agency, and far less on a monthly plan where you build in slices. Here are the real ranges, what moves them, and how to avoid the overruns.

The short answer: typical app development costs in Canada

Published Canadian benchmarks put a first version of a mobile or web app (a minimum viable product) in Toronto at roughly CAD 80,000 to 130,000, and a medium-complexity app at CAD 130,000 to 220,000. Across all kinds of custom business software, quotes run from about CAD 15,000 for something narrow to CAD 250,000 and up for larger systems.

Those numbers come from agencies selling projects. They are directional, not a promise, and they are the reason many small business owners stop at the first quote. The structure you buy in changes the number as much as the app itself.

The same apps measured in tokens

A project quote hides how much work sits inside it. Measured in tokens, the work gets a size you can compare. Here are typical app shapes next to the same shape on a Vesk plan, counting the 8 bonus tokens of the first month. They are examples, not quotes.

App shapeTypical project price (CAD)Vesk equivalent in tokens
A booking app with payments and an admin viewCAD 80,000 to 130,000 as a first version80 tokens (2 flows, 2 integrations, 6 screens and 1 report): 2 × Scale, $7,960 CAD plus tax over 2 months
A customer app with accounts and notificationsCAD 80,000 to 130,000 as a first version100 tokens (3 flows, 2 integrations, 8 screens and 1 report): 2 × Scale + Growth, $10,250 CAD plus tax over 3 months
A medium app with several user typesCAD 130,000 to 220,000196 tokens (8 flows, 4 integrations, 10 screens and 3 reports): 4 × Scale + Growth + Starter, $19,480 CAD plus tax over 6 months

Try your own mix in the token estimator. An agency quote usually bundles more design, testing and project management, so the two columns are not identical scopes.

What moves the price of an app

  • Platforms. One web app is cheaper than a web app plus iOS and Android. Decide where your users actually are.
  • Number of screens and flows. Every screen, form and report adds work; a complete flow (like booking and paying) is a bigger piece than a list page.
  • Integrations. Payments, invoicing, QuickBooks, Shopify or a CRM each add work, and often more testing than the app itself.
  • User accounts and permissions. A single login is simple. Different roles who see different things is not.
  • Design polish. A clean, working interface costs less than a heavily branded one with custom animation.
  • Who runs it afterwards. Maintenance typically costs 12 to 20% of the build price per year, in the benchmarks we have seen.

Why quotes miss, and what overruns look like

Most budgets break for the same few reasons. The scope was a guess, so every clarification becomes a change order. The vendor billed for activity rather than a working result. A hidden dependency, such as an integration, took three times longer than expected. Or the requirements changed halfway, which they always do.

The worst version is a project that stalls and leaves you with half an app. If that has happened to you, our software rescue page, which includes what to do when your developer disappears, is a good place to start.

A worked example on a monthly plan

Take a made-up but typical case: a 15-person service company wants a booking app for customers and a simple admin view. It is an example, not a real client.

The scope is three simple screens (15 tokens), a complete booking flow (10), a customer account area (10), a payments integration (12), a summary report (6), four small changes (4) and one bug fix (3). That is 60 tokens.

The cheapest way to buy them on monthly plans is Scale + Growth: CAD 6,270 plus tax over 2 months, which already counts the 8 bonus tokens of the first month. Compare that with an MVP quote of CAD 80,000 or more. The scopes are not identical, since an agency quote usually bundles more design, testing and project management, but the structure is different: you see the first screens in week 1 after the kickoff, you pay month by month, and you can stop at any point.

App development subscription vs a project

A project fixes the scope and the price before anyone knows what the app needs. A plan fixes the monthly budget and lets the scope be steered as you learn. If you are unsure what to build first, that second shape is safer.

It is not right for everyone. A large platform that needs a single full-time team for six months is better as a project. We cover how a plan works in development subscription, and how the three options compare in freelancer, agency or team.

Mistakes that make apps cost more

  • Building every feature in version one. Launch the smallest useful flow and add from there.
  • Skipping the kickoff. An hour of mapping how the business makes money saves weeks of rework.
  • Letting the vendor own the accounts. You cannot move what is not in your name.
  • Choosing on hourly rate alone. A cheap hour that triples the hours is not cheap.
  • No one on your side to make decisions. Every unanswered question stalls the work.

What every plan includes

  • A monthly meeting with a senior lead. What moved, what’s next and what gets cut, decided with you. Weekly when something needs to change.
  • Technical direction. We tell you what’s worth building, and what isn’t, before a token is spent.
  • The platform, web and app. Progress, tasks and bugs in real time, bug reports, and a direct channel to the team.
  • Everything in your name. Code, infrastructure and accounts from day one.
  • Unused tokens carry over to the next month, with no cap, while your membership is active.
  • Need more? Buy extra tokens at your plan’s price, or move up a plan for the month.
  • Monthly plans cancel anytime. Annual: same monthly price, plus 2 extra months of tokens.
  • Nothing is charged until the kickoff meeting is done.
  • Need to move faster on Software? Move up one or two plans for a month, then back down.

Frequently asked questions

How much does it cost to build an app in Canada?

Published benchmarks put an MVP in Toronto at CAD 80,000 to 130,000 and a medium-complexity app at CAD 130,000 to 220,000 through an agency. On a Vesk plan you pay CAD 1,270 to 3,980 a month plus tax and build in slices.

How much does a simple app cost?

A narrow, single-purpose app can start in the tens of thousands as a project. On a monthly plan, a simple app with a few screens and one integration can fit in about two to three months of Growth.

Are annual maintenance costs extra?

For projects, benchmarks suggest 12 to 20% of the build price a year. On a Vesk plan, hosting is included and fixes are priced in tokens: a bug is 3 tokens, and free if it breaks again within 30 days.

Is it cheaper to hire a freelancer?

Per hour, sometimes. But you manage the work, and if the freelancer leaves you may start over. A senior Toronto freelancer bills CAD 125 to 190 an hour.

Can I cancel if I am not happy?

Monthly plans cancel anytime, and the first month is guaranteed with a full refund if it does not convince you.
